Third Quarter 2020 Report to the Members of System Council 16
Dear Members,
The third quarter of 2020 continued to see an increase in demand for the freight
railroads. The larger roads have began removing locomotives from storage and
recalling some furloughed members. We are hearing that they may be hiring at some
locations. We will continue to work with the Carriers to see that furloughed members
get an opportunity to transfer to the locations before they hire off the street. Commuter
properties continue to suffer a devastating impact due to the pandemic.
National Negotiations are back in session via video conference. The Carriers and our
Coalition met on July 28th and October 1st. There hasn’t been any progress to report as
both sides seem to be waiting for the results of the election next month.
We participated in the first round of bargaining with the Evansville and Western on
September 17th. The Carrier’s offer to our members was insulting to say the least and
there are currently no more bargaining sessions scheduled at this time.
Negotiations on other properties, not in National, are not progressing as the parties wait
to see what happens in National Negotiations.
COVID-19 continues to wreak havoc on all properties, with continued reports of
quarantine due to positive test results and possible contact. Information from the weekly
COVID calls, by many of the Carriers, suggests that the numbers are accelerating.
Due to COVID, System Council 16 has realized a savings due to our inability to travel.
In order to utilize this savings in the best interest of our membership, the Executive
Board has unanimously approved holding an officer training workshop in 2021. The
workshop is planned for the first part of June 2021 and more information will be sent to
the locals with exact details closer to the date.
In other news, Wabtec/GE is planning pilot testing of an all battery powered locomotive
between Barstow and Stockton California on the BNSF. The pilot is scheduled to last
for 90 days and should commence in the near future. This technology could be an asset
for the IBEW in the future.
As you all are aware, the elections are just a few short weeks away. Please encourage
our members to get out to vote and select candidates who support labor.
The next report will be at the conclusion of the year, until then, I hope all of you have an
